Countries differ in their educational systems and levels, but EDUCATTFRND3 harmonizes codes across samples using composite coding. The first digit organizes education levels into the following broad, comparable categories: Never attended, primary school, post-primary, secondary school, post-secondary, and tertiary completed. The second digit preserves country-specific detail within these broad categories. There are inherent comparability issues due to each country's distinct educational system. Categories sharing the same first digit are largely comparable, though second digits retain country-specific details.

Uganda's educational system has a 4-3-4-2 structure, including 4 years of lower primary, 3 years of upper primary, 4 years of lower secondary, and 2 years of upper secondary. The secondary system is borrowed from the British system in which lower and upper secondary cycles conclude with O-level and A-level exams, respectively.
Graduates of lower secondary school can attend 2 or 3-year technical institutes. These cases have been coded as "Tertiary/post-secondary". The category of "never attended" also includes respondents who attended preschool, but not primary school.
